How to become an electrician in Tennessee?

OK, I’m asking this as advice for my younger brother who is wanting to become an electrician in TN.
I know you can get in with the IBEW, but I’m not sure what the best way is.
So if someone who lives in Middle TN has any advice of good schools, or what to do to get in with the IBEW. I’d be appreciative

Is a power plant electrician exposed to excessive amounts of radiation?

I know that all electricity and electronic devices emit a certain degree of radiation, but i’m not sure what the amount would be ( excessive or average) for an electrician who worked at a power plant. thanks :-)
